European cities are being asked to modernize public services while reducing energy demand, strengthening resilience and protecting the quality of the urban environment. Communication infrastructure sits directly at that intersection. Cities need to publish transport updates, wayfinding, public notices, cultural information, advertising and emergency instructions, yet the familiar options force a compromise between static print and continuously powered digital screens.

E Ink ePaper can help cities expand digital communication with displays designed to use power differently from conventional screens.

**What is ePaper, and how does it use energy?**

E Ink ePaper is a reflective display: it uses ambient light to show content, much like printed paper. The display uses power when an image changes, but does not need continuous power to keep a static image visible.

This can make ePaper suitable for battery- or solar-powered signage in locations where grid connections or cabling are difficult or costly. ePaper is also extremely durable and can withstand a variety of weather conditions from snow, extreme heat, wind and more. For example, E Ink Kaleido Outdoor has operating range of -15°C to 65°C.

**Why does this matter for European cities?**

The EU’s Energy Efficiency Directive makes energy efficiency a consideration in public-sector planning and qualifying procurement. It also sets an annual 1.9% reduction target for the public sector’s combined final energy consumption, subject to the directive’s scope and implementation provisions. National implementation varies, but cities are under growing pressure to consider energy use across public services and infrastructure.

For city communication systems, that means looking beyond the initial installation. Energy use over time, infrastructure requirements and the service a display needs to provide all matter.

**Where can cities use ePaper?**

Cities can use remotely managed ePaper displays for public transport information, wayfinding, local notices, cultural programming and as another revenue stream via advertising. A shared network could support several types of information across transit stops, public spaces and other locations.

Because ePaper reflects ambient light instead of producing its own, it can present content without the continuous light output of conventional digital screens. Front lighting can be added when conditions require it. This may help cities provide readable information while limiting unnecessary light emission.

ePaper can also support resilience: if display power is interrupted, the last image can remain visible. In these types of scenarios, it should complement, rather than replace, official emergency warning channels.

**A practical addition to city infrastructure**

ePaper offers cities another option alongside printed signs and conventional digital displays. Its low-power display for static content and remote updates can help extend digital communication to more places. The right solution depends on the location, update frequency, connectivity and lighting needs, but ePaper gives cities a way to consider energy use while planning how public information reaches people.
